Art. 1.° El producto de los pasos de los ríos que bañan el territorio de más de un Estado, corresponde por mitad á los dos Estados limítrofes, cuando el paso está situado en la línea divisoria de los dos Estados; y cuando el paso se halla en el territorio de un sólo Estado, por ambas riberas, su producto corresponde al Estado en que se halle dicho paso.
