Articulo 1°. Para que el Instituto de Crédito Territorial otorgue préstamos de los que tratan los artículos 1° y 3° de la Ley 53 de 1942 se requiere que la Cooperativa prestataria acredite mediante certificado expedido por 1a Superintendencia Nacional de Cooperativas que su funcionamiento está conforme con todas las disposiciones legales y reg1amentarias sobre cooperativas y que, además, la misma Superintendencia dé concepto favorable sobre la conveniencia del préstamo a dicha cooperativa.
