Artículo tercero. Para iniciar, adelantar y fallar el proceso, serán competentes los Alcaldes Municipales, los Inspectores de Policía, los Jueces Nacionales de Instrucción Criminal y los Jueces de Policía. En la capital de la República, y en las capitales de los Departamentos son también autoridades competentes para conocer de estos delitos, el Jefe del Departamento Administrativo del Servicio de Inteligencia Colombiano (SIC) y los Jefes Seccionales del mismo.
