El Ministro de Gobierno, de acuerdo con el Ministro de Educación y con los Directores Departamentales de Educación y con los Directores Departamentales de Educación, proveerá a la organización de escuelas de especialización penitenciaria en las Penitenciarías y Cárceles de Distrito, para la preparación de sus empleados y de los que quieran incorporarse en la administración carcelaria y penitenciaria.
