Toda persona o entidad que quiera iniciar o adelantar exploraciones superficiales en busca de petróleo de propiedad nacional, deberá dar aviso al Ministerio de Minas y PetróIeos, indicando la región que pretende explorar y el nombre del Departamento, Intendencia o Comisaría en donde esté ubicada. Ante las autoridades locales se pueden presentar los avisos de exploración y ellas están en la obligación de recibirlos y remitirlos al Ministerio de Minas y Petróleos.
