A dicha colonia serán enviados todos los reos condenados a más de dos años de reclusión o presidio por el Tribunal y Juzgados de ese Departamento, y los individuos de ambos sexos que por resoluciones de los Jefes de Policía, Municipales y Departamentales, debidamente aprobadas por los Prefectos, fueren declarados vagos o perniciosos.
