º. Modificar el artículo 4º del Decreto 3980 de 2004, el cual quedará así: "Artículo 4º. Arancel Extracuota . A las importaciones que superen los Contingentes Anuales establecidos en el artículo 1º de este decreto, se les aplicará el Arancel Extracuota, tal como se indica a continuación

Las subpartidas arancelarias 1005.90.11.00 y 1201.00.90.00, correspondientes al maíz amarillo y al fríjol soya, respectivamente, pagarán el mayor arancel entre 5% y el arancel total resultante de aplicar el Sistema Andino de Franjas de Precios.

La subpartida arancelaria 1005.90.12.00, correspondiente al maíz blanco, pagará un arancel extracuota de 45%.

La subpartida arancelaria 5201.00.00.21, correspondiente a la fibra corta de algodón, pagará el arancel de Nación más favorecida".
