Todas las guías para conservar, vender tabaco, etc. se expedirán en esqueletos impresos, tomados de talonarios, distribuídos por la Gerencia de Rentas. Por las guías que representen ingresos, la Contaduría de Rentas abrirá una cuenta especial en la cual se cargarán a cada Administración las guías remitidas, y se abonarán mensualmente las utilizadas o anuladas. Una cuenta igual abrirán las Administraciones a las agencias de su dependencia. La falta de cada guía acarreará al responsable una multa de $ 1 oro, que impondrá el Contador respectivo.
