°. Objeto y principios. El presente decreto tiene como objeto reglamentar la prestación del servicio de transporte masivo de pasajeros por metro ligero, tren ligero, tranvía y tren-tram, y establecer los requisitos que deben cumplir las empresas interesadas en la habilitación en esta modalidad, quienes deberán operar de manera eficiente, segura, oportuna y económica, cumpliendo los principios rectores del transporte, como el de la libre competencia y el de la iniciativa privada, a las cuales solamente se aplicarán las restricciones establecidas por la ley y los convenios internacionales.
