Art. 5.° La renta de licores se administra, ó por el sistema preferente de arrendamiento en remate público, ó por recaudación directa, cuando el remate no pudiere hacerse conforme á las bases fijadas como mínimum de postura admisible ; cuando por causas legales fuere improbado, ó cuando por motivo de colusión entre los licitadores no se llevare á cabo, siempre que así lo disponga el Gobernador.
