Art. 5.° Luego que el presidente o, gobernador reciba una carta de naturaleza espedidá por el poder ejecutivo, la pasará a la primera autoridad política del distrito en que resida el estranjero que la solicitó i a quien se entregará, previos el juramento i las formalidades de que tratan los artículos siguientes.
