Objetividad de la evaluación . El desempeño laboral de los empleados de carrera deberá ser evaluado ordinariamente una (1) vez al año respecto a los objetivos previamente concertados entre evaluador y evaluado, teniendo en cuenta factores objetivos, medibles, cuantificables y verificables y expresado en una calificación de servicios.

Parágrafo

La Contraloría General formulará los planes de gestión anualmente, por dependencias, como marco de referencia para la concertación de objetivos con cada empleado dentro del proceso de evaluación del desempeño.
