Art. 9.° Auxiliase con cuarenta mil hectaras de tierras baldías a la compañía o individuo que acometa la construccion de un camino que comunique el Estado de Santander con Arauca. La adjudicacion de los baldíos espresados podrá hacerse por el Poder Ejecutivo la compañia o individuo empresario, siempre que se asegure a su satisfaccion la construccion de la mencionada via.
