Los Administradores departamentales de Hacienda podrán nombrar Administradores municipales de Hacienda a los Telegrafistas ó á los Administradores subalternos de Correos en aquéllos lugares de en donde no haya persona hábil y de responsabilidad que pueda desempeñar el cargo, previa aprobación del Director general de Correos y Telégrafos.
