El Director podrá solicitar asistencia técnica de organismos nacionales e internacionales, de gobiernos de países extranjeros y de personas naturales nacionales o extranjeras. Cuando se trate de organismos internacionales o de gobiernos extranjeros, las negociaciones se adelantarán, previa autorización del Consejo Directivo, por el conducto regular establecido en normas legales.
