Para la constitución del fondo nacional rotatorio, creado por el artículo anterior, autorízase al Gobierno para contratar un empréstito interno por la suma de un millón de pesos ($ 1.000,000), con plazo de amortización hasta de cinco años, y bien sea directamente con entidades bancarias, o por el sistema de bonos de deuda interna del 6 ½ por 100 de interés anual.
