En cualquier tiempo y sin otro requisito que la presente autorización, el Gobierno Nacional queda ampliamente facultado para abrir los créditos adicionales, y hacer los traslados presupuestales que fueren necesarios, ya sean de ingresos ordinarios, para la apropiación de las partidas a que se refiere el artículo 2 o . de esta Ley.
