Art. 65. El Gobierno organizará y distribuirá el Resguardo nacional de la manera más conveniente para el servicio á que se le destina; pero le dará la forma y la organización que tienen los cuerpos de Ejército de la República en cuanto sea posible, á cuyo efecto considerará aumentado el pie de fuerza en el número suficiente de tropa con sus clases, Jefes y Oficiales.
