Autorizase al gobierno Nacional para que, de los servicios asistenciales que presta el Servicio Nacional de Asistencia Social (SAS) en la actualidad, traspase, aun a título gratuito, los que considere convenientes a entidades de beneficencia pública o privada, o a instituciones de utilidad común que se constituyan para tal efecto. Estos traspasos pueden comprender los bienes muebles o inmuebles y demás elementos necesarios para el correcto mantenimiento de tales servicios.
