Art. 9.° Si apesar do las facultades que por esta lei se confieren al Poder Ejecutivo nacional no se pudiere contratar la construccion del ferrocarril del Norte por ninguno de los medios indicados, dicha construccion se hará por cuenta i con los recursos propios de la Nacion, en los términos que disponga el Congreso de 1874.
