Constituida la reserva de caja, los dineros, sobrantes girados a todas las entidades con cargo al Presupuesto Nacional, sin ninguna excepción, serán reintegrados a la Tesorería General de la República a más tardar el 1o de marzo de 1989 con la refrendación del ordenador del gasto, del Jefe de la División Delegada de Presupuesto y del auditor ante el organismo o entidad respectiva.
