Art. 2.° En los lugares en donde no haya empleados nacionales subalternos á quienes encargar el expendio, los respectivos Agentes Postales, de Correos ó Administradores de Aduana, podrán comisionar al efecto á los empleados principales de manejo de los Estados ó Departamentos, bajo su responsabilidad y exigiéndoles las fianzas que estimen convenientes.
