Articulo 4º . Certificación . A más tardar el 31 de mayo de cada año, el Departamento Nacional de Planeación certificará mediante resolución, la no existencia de producción nacional en el mercado interno de los bienes señalados en el artículo 424 del Estatuto Tributario, para lo cual se utilizarán las siguientes fórmulas

Mercado Interno = Producción nacional + Importaciones - Exportaciones

Participación de la Producción Nacional en el Mercado Interno = Producción Nacional / Mercado Interno,

Participación de las Importaciones en el Mercado Interno = Importaciones / Mercado Interno.
