Art. 22. El Secretario,-Tesorero hará un fondo común de las sumas que dén á favor del Instituto, así el Gobierno nacional como el del Departamento. Los fondos sobrantes, si los hubiere, se reservarán para ampliar el Establecimiento á medida que esto fuere necesario. Comuníquese y publíquese.
