Art. 69. Toda erogación del Tesoro nacional requiere:

1° Que se haya votado en el Presupuesto una suma con tal objeto, ó que pueda imputarse á alguna de las partidas del mismo Presupuesto;

2° Que se haya liquidado y reconocido el crédito á favor del acreedor;

3° Que se haya ordenado el pago en la forma legal; y

4° Que se haga el pago con arreglo á la orden respectiva.
