Facúltase al Gobierno para que por medio de garantía de interés contrate la apertura de las Bocas de Ceniza, á fin deque puedan entrar directamente basta el puerto fluvial de Barranquilla los buques de mar que tocan en la actualidad ó que en lo sucesivo puedan tocar en Puerto Colombia.
