º. De acuerdo con la naturaleza de la operación y la evaluación técnica y financiera elaborada por el Ministerio respectivo, el Consejo Superior de Política Fiscal, Confis, en casos excepcionales, podrá autorizar que se asuman obligaciones que afecten presupuestos de vigencias futuras, cuando su ejecución no se inicie en la misma vigencia, sin necesidad de apropiación en el presupuesto del año en que se aprueben.
