° La dirección, reglamentación y vigencia de la higiene pública y privada que se denominara Junta Central de Higiene, que residirá en la capital de la República, y se compondrá de cuatro miembros, que serán médicos graduados, uno de los cuales, designado por la misma Junta, desempeñara las funciones de Secretario. Habrá en le Junta un Oficial Escribiente, nombrado por ella misma.
