El que abra establecimientos de negocio de cualquier clase, que conforme a disposiciones legales esté sujeto a obtener un permiso previo de la autoridad, sin cumplir tal requisito, incurrirá en multa de cinco a treinta pesos, si no hubiere disposición especial que le sea aplicable, y sin perjuicio de la clausura del establecimiento.
