Artículo cuarto. Si con posterioridad a la presentación de la propuesta que el Ministerio ha encontrado irregular o deficiente, se presentaren nuevas propuestas sobre la misma zona, el Ministerio continuará la tramitación del negocio con el primer proponente, si éste hubiere corregido las irregularidades o subsanado las deficiencias en el término que al efecto se le hubiere hecho, con el proponente que le siga en turno.
