Facúltase al Gobierno para cambiar la capital de los Departamentos nuevamente creados, que no hubieren sido inmediatamente antes capital departamental; para dividir solamente en dos los Departamentos que por esta Ley se hubieren dividido en tres ó más, para suspender la división de cualquiera de los actuales Departamentos cuando así lo aconsejen la buena administración y los intereses nacionales.
