Las actividades de protección y promoción de que trata el presente capítulo, se adelantarán con plena observancia de los tratados internacionales vigentes así como de la legislación interna de los respectivos países, y en ningún caso deberán afectar el normal funcionamiento o exceder la capacidad administrativa de las misiones diplomáticas o consulares que coordinen los programas.
