Por lo menos dos veces por semana se dictará conferencias sobre cuestiones patrióticas, morales e higiénicas, las cuales deben tener como fin primordial el mejoramiento del carácter e inclinaciones de los detenidos, quienes están obligados a asistir a ellas. Podrán los Directores de las cárceles organizar dentro de ellas cursos sintéticos sobre temas científicos o de aplicación práctica. En los lugares en donde no pudieren establecerse conferencias ni cursos por falta de personal idóneo, será obligatoria la lectura de obras y textos que reemplacen aquella forma de enseñanza.
