El auxilio votado por esta ley se incluirá preferencialmente en los presupuestos de las próximas vigencias, y si el congreso no hiciere la inclusión correspondiente o no dictare ley de apropiaciones, el gobierno lo hará mediante la apertura de los créditos necesarios o de las operaciones financieras tendientes al efectivo cumplimiento de lo dispuesto, para lo cual queda ampliamente autorizado.
