Artículo único. Delegase a los señores Gobernadores la facultad de conceder las rebajas de pena que otorga la Ley 14 del presente año a los reos que estén sufriendo condena.

Parágrafo

Los señores Gobernadores, para otorgar la gracia de que trata la expresada Ley, se ceñirán estrictamente a las condiciones que ella determina. Comuníquese y publíquese.
