El empleado inscrito en el Escalafón Administrativo tendrá derecho al ascenso según sus méritos y su competencia, cuando se halle vacante un cargo de mejores condiciones dentro de la jerarquía especial del ramo, susceptible de proveerse por ascenso, según las indicaciones del respectivo Escalafón. En igualdad de condiciones, el empleado más antiguo tiene derecho al ascenso. Si el Jefe de la Oficina estima que ninguno de los empleados es apto para cumplir las funciones las funciones del cargo de que se trata, éste de proveerá por concurso, según el procedimiento fijado por el Consejo de Administración y Disciplina.
