La Comisión tendrá en cuenta para la fijación de tarifas el costo del capital y el costo de explotación y sostenimiento en la vía, para establecer la necesaria diferencia en cuanto a tarifas en los proyectos de ferrocarril de montaña y los trayectos planos. También tendrá en cuenta en la elaboración de las tarifas la diferencia que debe existir en ellas cuando el recorrido sea corto o a larga dista, y cuando los vagones sean ocupados total o parcialmente con un mismo artículo o producto, correspondientes a las misma clase de tarifas.
