Pagarán en estampillas cuatro centavos por ciento de su valor los documentos siguientes: 1º Los recibos que se extiendan por particulares a favor de las Oficinas públicas en relación con documentos que antes no hayan sido objeto del impuesto de timbre. 2º Los recibos que se expidan a favor de las mismas Oficinas por entregas de dinero en que no medien órdenes de pago, nóminas o cuentas de cobro.
