o. El Consejo de la Medalla Cívica Camilo Torres estará constituido por el Consejo superior de Educación. El Secretario del Consejo ejercerá las funciones de canciller y será responsable de los archivos, existencias, etc., relativos a la medalla. Para la adjudicación de ésta, el Consejo sesionará con un quórum no menor de la mitad más uno de sus miembros. De cada sesión se levantará el acta correspondiente.
