° Cuando en el caso del artículo 1.° del Decreto número 474 de 1897, no se encuentre en el Puerto de Colón el dueño, agente ó consignatario de los cargamentos de cigarrillos destinados al tránsito, la obligación de manifestarlos á la autoridad designada en dicho artículo, será cumplida por el Agente de la Compañía de vapores que ha hecho el transporte, y. en defecto de éste, por el Capitán del mismo vapor.
