Corresponde privativamente al Jefe de Rentas e Impuestos nacionales ordenar devoluciones por impuestos pagados de más o indebidamente percibidos, cualquiera que sea la causa que origine dicha devolución. Se exceptúan las devoluciones correspondientes al impuesto sobre residentes en el Exterior, las cuales serán decretada por la Oficina de Control de Cambios y sujetas, para su aprobación, a la Jefatura de Rentas e lmpuestos Nacionales
