º . Causación. El impuesto al consumo de cigarrillos de producción nacional y de procedencia extranjera se causará sobre el precio de distribución, al momento de la entrega real de producto por parte de los responsables a título de venta, promoción, propaganda, donación o consignación. Para este efecto la distribución se entiende realizada según lo previsto por el artículo 5º del Decreto 214 de 1969.
