Art. 17. Los Procuradores de Distrito nacional tomarán posesion de su destino, prestando la promesa constitucional, ante el encargado del Poder Ejecutivo del Estado respectivo, si se hallare en la capital de éste, o ante la primera autoridad política de la misma capital, en caso contrario.
