A partir del 1° de enero de 1991 hasta el 30 de junio del mismo año, se efectuarán los ajustes necesarios para garantizar el funcionamiento adecuado de la atención de urgencias. A partir del 1° de julio de 1991 entrará en vigencia la obligatoriedad.
