Todo nuevo recurso fiscal ordinario o especial que ingrese durante el ejercicio por cualquier concepto (anticipos, avances, aportes, auxilios, aprovechamiento de utilización del crédito, etc.), deberá ser incorporado al presupuesto. Cuando los recursos que se incorporen no tengan destinación especifica se asignará no menos del 70% de ellos a gastos de inversión, dando prioridad aquellos proyectos cuya apropiación ha sido insuficiente para su terminación.

Los decretos que se expidan en este sentido, requieren para su validez de la aprobación por parte del Gobierno.Nacional.
