Artículo segundo. El artículo quinto del Decreto ejecutivo número 2655 de 8 de septiembre de 1954, quedará así: " Artículo quinto. Para que una o más Confederaciones puedan invocar la reunión de un Congreso sindical se requiere que en el momento de la convocatoria estén funcionando legal y normalmente, y tengan aprobadas e inscritas en el Departamento Nacional de Supervigilancia Sindical sus Juntas Directivas o Comités Ejecutivos".
