En cada presupuesto anual, aprobado durante la vigencia de este Plan de Inversiones, la proporción de la inversión apropiada en su conjunto para los Departamentos de Amazonas, Guanía, Guaviare, Vaupes y Vichada, excluidos el situado fiscal y las participaciones municipales, será como mínimo el 1 % . Así mismo, para Puerto Leguízamo, Puerto Asís y Valle de Guamués en el Departamento del Putumayo, la inversión será de un 0.1 %, excluidos el situado fiscal y las participaciones municipales.
