Art. 3.° También nombrará el Presidente de la Union, interinamente, los alumnos que deban ocupar las plazas vacantes, mientras son designados definitivamente por los funcionarios que determinen las respectivas Lejislaturas de los Estados. Los alumnos interinos no están obligados a prestar la fianza mencionada en el inciso 3.° del artículo anterior.
