Adiciónase el artículo 7º del Decreto 673 de 1994 con el siguiente literal: "e) La cuenta patrimonial de superávit por donaciones, siempre y cuando los fondos en que se origine tengan carácter permanente, la cuenta enjugue pérdidas si éstas se presentan y su distribución o asignación en caso de liquidación de la entidad estén subordinadas al pago del pasivo externo.
