Para atender al gasto que demande esta prolongación, el Gobierno queda facultado para abrir los créditos correspondientes a la Ley de Apropiaciones de la próxima vigencia, y en el caso de que la obra no quedare concluida en el curso del año próximo, incluirá en el proyecto de apropiaciones del año de 1930 la cantidad necesaria para su terminación.
